What Is FPPAS in a UPPCL Electricity Bill?

FPPAS means Fuel and Power Purchase Adjustment Surcharge. It is a periodic adjustment used to reflect changes in power-purchase and transmission costs. Under the current regulatory mechanism, UPPCL publishes the applicable FPPAS separately for each billing month.

The percentage is not permanently fixed. It can be positive or negative. A positive percentage increases the eligible bill amount, while a negative percentage works as a credit and reduces it.

The adjustment reflects differences between approved and actual power-purchase and transmission costs under the regulatory formula. Because those costs vary over time, using one permanent FPPAS percentage can give a misleading estimate.
