To change the name in a UPPCL connection, first decide whether you need a simple name correction or a full ownership transfer.
A spelling fix goes through the online “name correction” request. A sale, gift, inheritance, or change of occupier is a mutation, and the supply code treats that as a separate file.
UPPCL’s urban service list keeps the two jobs apart: Name Correction on one line, Ownership Change on another. Using the wrong request is the usual reason a file sits for weeks.
This guide explains both paths, the papers each one needs, the 21-day mutation rule, fees, tenant and heir cases, and how to follow up if nothing moves.
How to Change Name in a UPPCL Connection
The connection stays on the same meter and the same premises. You are not applying for a new line. You are asking the local DISCOM (PVVNL, MVVNL, PuVVNL, DVVNL, or KESCO) to put a different legal name on the account.
Pay every outstanding bill before you start. The supply code says a mutation application must come with proof that electricity charges on that connection are clear. An unpaid bill can stop the transfer even when your sale deed is perfect.
Name correction or ownership change
Use Name Correction when the same person still owns or occupies the house, but the bill prints the name wrong. Typical cases are a missing initial, a Hindi-English spelling mismatch, or “Smt.” printed instead of the full name. UPPCL has said this request can be filed from home on the official website, without an office visit.
Use Ownership Change or transfer of connection / mutation of name when the person who should pay the bill has changed. That covers:
- Purchase of the house or shop
- Gift or family settlement
- Death of the registered consumer
- A new occupier who is entitled to supply at that premises
Clause 4.44 of the Uttar Pradesh Electricity Supply Code, 2005 (as amended) is the rule for this second path. The prescribed paper form is Annexure 4.11.
Do not use the Jhatpat new-connection portal for a name change. Jhatpat is for a fresh connection, not for editing an existing account.
Documents for a spelling correction
Keep scans ready before you open the form:
- Latest electricity bill or the 10- or 12-digit account number
- Aadhaar or another photo ID that shows the correct spelling
- A short note of what is wrong on the bill and what should replace it
If the portal asks for a supporting paper, upload the same ID. A correction does not need a sale deed if ownership has not changed.
Documents for a mutation or ownership transfer
The official transfer form lists these enclosures:
- Receipt of the prescribed processing fee
- Registered sale deed, gift deed, or succession certificate (or the legal-heir paper the office accepts)
- Fresh application form, filled in the new consumer’s name
- No-objection from the existing consumer, if it is available
- Identity proof of the applicant
In practice the subdivision also wants:
- Latest paid bill, or a dues-clearance printout from the portal
- House-tax receipt or municipal mutation, if you have it
- Death certificate plus legal-heir or succession papers, in an inheritance case
- Registered rent agreement and landlord NOC, if a tenant is taking the account
- Indemnity on stamp paper, if the office issues that format
Upload sharp copies. A cropped registry page is a frequent reason the file is sent back.
How to apply for name correction online
- Open the official UPPCL site at uppcl.org and go to Consumer Corner or Service Request.
- Choose Name Correction (the Hindi label is often नाम सुधार अनुरोध).
- Select Urban, Rural, or KESCO, then your DISCOM.
- Enter the account number and complete login or OTP as the page asks.
- Type the name exactly as it appears on Aadhaar or the sale deed.
- Upload ID and the latest bill.
- Submit and save the request or reference number.
The same correction request is also promoted on the consumer app. If the menu labels differ on your phone, look for Name Correction, not New Connection.
After approval, the next bill should print the corrected name. The account number usually stays the same.
How to apply for ownership change or mutation
You can start online where the portal shows Ownership Change. Many divisions still close the file only after the Annexure 4.11 papers reach the Executive Engineer of the distribution division. Have both tracks ready.
Online path:
- Log in on the UPPCL consumer portal or app with the existing account number.
- Open Ownership Change or Transfer / Mutation of Name.
- Enter the new name, father’s or husband’s name, mobile number, and the reason (sale, inheritance, occupancy).
- Upload the deed or succession paper, ID, paid bill, and NOC.
- Pay the processing fee if the gateway appears.
- Note the application number.
Offline path:
- Download “Format for transfer of connection / mutation of name” from your DISCOM forms page, or collect Annexure 4.11 at the subdivision. The form is free.
- Fill the existing connection number, contracted load, old name, new name, and reason.
- Attach the document list printed on the form.
- Deposit the processing fee at the counter or the online head the clerk names, and staple the receipt.
- Take an acknowledgement with a reference number.
The licensee must decide the mutation within 21 days. If it is allowed, the office tells you the pending dues and the remaining formalities.
You then file a fresh agreement and pay those dues within 30 days. The transfer is to be effected, and a copy of the agreement sent to you, within 7 days after that.
If the office wants to refuse, it must give you a chance to be heard and pass a speaking order. If mutation is still refused, you may keep the supply in the old name (not after the consumer’s death) or seek permanent disconnection and apply for a new connection.
Fees and security deposit
Pay the processing fee the portal or cash window shows. The Cost Data Book sets processing fees by load slab, and published notes treat mutation of names as one of the services that fee covers.
Typical small domestic loads have long sat in the ₹50 to ₹100 processing-fee band. Larger loads cost more. Confirm the live figure. Do not treat a blog’s “total package” price as official.
Security deposit already sitting on the old name does not always move automatically. The office may ask the old consumer’s NOC to shift that deposit, or it may collect a fresh deposit from you and adjust the old one later. Ask for the breakup in writing before you pay extra cash.
GST can apply on some service heads other than security. Keep every receipt with the application number.
Sale, inheritance, and tenant cases
After you buy a house
Clear the seller’s electricity dues first. Upload the registered deed. Ask the seller to sign the NOC on the transfer form. Dues stay attached to the premises, so a “sold as is” deal does not wipe an unpaid bill.
After a death
Apply as legal heir or successor with the death certificate and succession or legal-heir certificate. The old name cannot simply continue. If several heirs exist, the office may want NOCs from the others or a court or SDM paper that names one applicant.
Tenants
Occupancy can support a transfer, but the connection is still for that premises. Bring a current rent agreement and landlord NOC. Some offices will only correct the bill name if the owner applies, and will tell a tenant to seek a separate connection instead. Follow the written instruction you receive.
Shops
A commercial (LMV-2) account uses the same mutation form, but GST papers and a higher security slab may be added. Changing a domestic account to commercial is a category change, not a name change. File that as a separate request.
After the name is updated
Check the next bill for:
- New consumer name
- Same account number, or a new number if the system reissued it
- Same sanctioned load and tariff
- Security deposit now showing in your name
Update the mobile number and email on the same consumer portal so SMS bills reach you. If the meter is prepaid, register the account on the official app under the new name before the next recharge.
If the bill still shows the old name after two billing cycles, call 1912 with the mutation or correction number and ask for a complaint docket.
If the request is stuck
Most stalled files are missing a page of the deed, an unpaid surcharge, or a mismatch between the name on Aadhaar and the name on the registry.
Call 1912, quote the account number and request number, and keep the docket. Visit the subdivision with printed uploads only after you have that number.
For a mutation that has crossed 21 days with no speaking order, you can take the delay to the DISCOM Consumer Grievance Redressal Forum, then the Electricity Ombudsman. Both routes are free.
Do not pay a private agent who claims a “fixing fee.” Official payments go to the portal or the division receipt.
FAQs About How to Change Name in UPPCL Connection
Q. Will the meter number change when the name changes?
A. Usually no. Mutation and name correction keep the same meter and the same premises. A new meter appears only if the office is already replacing it under a separate metering programme.
Q. Can I change the name if the previous consumer will not sign an NOC?
A. The official form asks for NOC “if available / possible.” A registered deed or a succession certificate can still carry the case. The office may ask for an indemnity instead. Death cases cannot wait for the deceased consumer’s signature.
Q. Is municipal property mutation the same as UPPCL name change?
A. No. Nagar Nigam or tehsil mutation updates land-tax records. UPPCL mutation updates the electricity account. You often need the property paper to finish the electricity file, but one department does not finish the other automatically.
Q. How long does a simple spelling correction take?
A. UPPCL does not publish one statewide day-count for corrections the way the supply code does for mutation. Many corrections appear on the next bill if the documents match. If nothing changes after one full billing cycle, raise a 1912 complaint with the request number.
Conclusion
To change the name in a UPPCL connection, pick name correction for a spelling error and ownership change for a sale, heir, or new occupier. Clear dues, file the right request with a sharp deed or ID, and use the 21-day mutation clock if the account itself must move.
Next step: open your latest bill, decide which request you need, and file it on uppcl.org or at the subdivision with Annexure 4.11.
